When a poker player has good cards, sometimes they slow play the hand by not betting much in the hopes of attracting more players to stay in the game. They hope the other players will put more money in than if they player with the good hand bet big early. It is a way to make more money.
The banks that are trying to sell there Real Estate Owned (REO) property are sometimes slow playing the offers they receive. I have noted that sometimes they will sit on an offer for weeks on end. I believe this is so they can hopefully attract more offers.
I think the banks would be better served by making counter offers and getting on with the deal. Slow playing in real estate is a waste of everyone's time in my opinion.
If you are an investor looking to buy REO's I suggest you get a good realtor to help you. They can identify all the listings out there and help you find the best ones. Once you have your property, find a good property manager to help you fix up the property and to help you locate a tenant and collect the rent. Sacramento-Yolo Mosquito and Vector Control District
Of special concern for the District are the high numbers of foreclosed homes in the area that have abandoned swimming pools. For the past few months, the District has been working closely with various city and county agencies to obtain lists of foreclosed homes with pools. Pools are a significant threat because if left un-attended, they can produce thousands of mosquitoes infecting an entire neighborhood. We anticipate that this could be a significant problem during the hot summer months ahead and we urge the public to report any un-attended swimming pools by calling 1-800-429-1022 or filling out a service request form. In 2007, over 1000 pools were found to be producing mosquitoes and required treatments by District field technicians.

Practice the District's 7Ds:
DRAIN any standing water that may produce mosquitoes.
DAWN and DUSK are times to avoid. These are the times when mosquitoes are most active.
DRESS appropriately by wearing long sleeves and pants when outdoors.
DEFEND yourself against mosquitoes by using an effective insect repellent, such as DEET, Picaridin or Oil of Lemon Eucalyptus. Make sure you follow all label directions!
DOOR and window screens should be in good working condition. This will prevent mosquitoes from entering your home.

The rental market is continuing down the middle path as it has done for the past six months. While there is plenty of demand for rentals in the Sacramento Region, there are still plenty of houses to rent.
But, you say, the sales market is pretty bad, this should improve the rental market. That is normally the case but there are factors involved that have impacted the situation.
1. Sellers cannot sell at prices they are comfortable with. Those sellers are having to either not sell or rent their property. If they rent it, it adds to the stock of rental houses. This increases supply and lowers the push for higher rents. Rents stay softer.
2. Foreclosures are removing housing stock, both owner occupied and rentals. This tends to increase demand for rentals as the poplulation is not going away, yet there are fewer houses to rent in the area. Rents should increase.
3. Some foreclosed property (REO's) are coming back as rentals and owner occupied property. The rentals coming back are increasing the rental stock which will increase supply. Rents stay softer.
The net result so far has been that rents are pretty static. At HomePointe we have noted that supply is dropping and we expect rents to start rising soon. The demand is there for rentals.
