I have just decided to become a candidate for a Shasta County elected office in 2010...that of County Assessor.

My motivation for this decision is based on a long standing desire to serve the people of Shasta County. When citizens pay taxes, citizens are affected, and the office that is in the business of assessing taxes is the one office that citizens can go to when they feel these taxes are too high or incorrectly assessed. The Assessor has an obligation to serve these people as best they can. A goal to lower taxes in these difficult times, which is done by the Assessor, is part of my motivation.

In addition, I am very concerned about the continuing "role" of government, and the increasing interference in the lives of ordinary citizens. This is not the way it should be. The government is to serve the people, not be served. The people must be heard, and their concerns must be addressed...not ignored. Many of our problems today are because of public apathy, and this has evolved from a sense of "I can't make a difference, so why try". I want to change this attitude, because I believe the citizens of Shasta County can make a difference.

Further, I am very concerned when county officials see cutting law enforcement, fire protection, and teacher's positions as a solution to our financial woes. The solution is better management and financial accountability at all levels. When business has to cut, the business has to critically evaluate each aspect of their operation, and see what can be cut without effecting their overall work objective. Why can't this be done at the County level? It can be and I am going to push hard for this.

As to my knowing "how to be an Assessor"....it will be a learning process, but the systems are in place and the daily functions are working. I know from my 28 years as an officer in the Air Force Reserve, and in the business community for 35 years that management and leadership changes are made without "missing a beat" and this is what I plan. The leaders' vision and the way to implement that vision takes time and support, which I firmly believe I will have at all levels. A leader is now needed to represent the taxpayer, and I am that leader.

After many years of dealing with both City and County government both on real estate matters and on other matters of great importance to the general public, I have decided to run for a Shasta County elected office...that of County Assessor in 2010..

One of the concerns of all of us is the subject of taxes, and the threat to raise taxes to an unacceptable level. My commitment is that we must strive diligently to lower taxes, and this will be at the foundation of my campaign.

In that we will not officially file with the county to run for this position until February 15, 2010, I am interested, in the meantime, in talking with citizens that share my viewpoint and concerns. What is involved in the Assessor's Job in Shasta County, CA?

The Assessor produces an assessment roll that reflects the taxable values of land, improvements, and personal property listed by the Assessor's parcel numbering system or the account numbering system.

In addition to the taxable value, the roll must also indicate the current status of ownership, the owner's mailing address, and the existence of any exemptions as of the January 1st lien date. To accomplish this, the Assessor must discover, classify, and appraise all locally assessable property according to constitutional, statutory, and administrative requirements.

In addition to preparing the annual local assessment roll pursuant to Sec. 601 of the Calif. Revenue & Taxation Code, the Assessor must also produce the Supplemental Assessment Roll as provided in Section 75 through 75.8 of the Revenue & Taxation Code

This is a job that requires good management and a sensitivity to the needs of the county residents. And, keeping taxes low is a priority....one of the reasons that I am running for the Assessor of Shasta County.
