The Limitations of a Home Inspection

The Home Inspection Defined A general home inspection is a visual inspection for system and major accessible component defects and safety issues. The inspection is not technically exhaustive. A "general home inspection" and a "home inspection" are the same thing. A home inspection is designed to reflect, as accurately as possible, the visible condition of the home at the time of the inspection. Conditions at a home for sale can change radically in only a day or two, so a home inspection is not meant to guarantee what condition a home will be in when the transaction closes. It's not uncommon for conditions to change between the time of the inspection and the closing date.

It's a Visual Inspection

A "visual" inspection means that a home inspection report is limited to describing conditions in those parts of a home that an inspector can see during the inspection. Obviously, parts of the home that are permanently hidden by wall, ceiling and floor coverings are excluded, but so are parts of the home that were inaccessible during the inspection for some other reason. Some reasons might include lack of an access point, such as a door or hatch, or a locked access point, or because an occupant's belongings blocked access, or because of dangerous or unsanitary conditions.

There can be many more reasons. The point is that if an inspector can't see a portion of the home, the inspector can't assume responsibility for ensuring that a safe and proper condition exists or that systems are operating properly in that hidden space.

Safety

Safety can be a matter of perception. Some conditions, such as exposed electrical wiring, are obviously unsafe. Other conditions, such as the presence of mold, aren't as clear-cut.

In the example of the possible existence of mold, it's difficult to accurately call it out during a general home inspection because mold sometimes grows in places where it can't be readily seen, such as inside walls, making its discovery beyond the scope of the inspection. Also, the dangers to human health are from the inhalation of spores from indoor air.

Most people with healthy immune systems have little or no problem with inhaling spores. A few people whose immune systems are compromised by lung disease, asthma or allergies can develop serious or even fatal fungal infections from mold spore levels that wouldn't affect most people. Every home has mold and mold colonies can grow very quickly, given the right conditions. Mold can be a safety concern, but it often isn't. The dangers represented by mold are a controversial subject. Other potential safety issues also fall into this category.

System Defects Although the majority of the inspection is visual, the InterNACHI Standards of Practice do require inspectors to operate space and water heating equipment, and air-conditioning equipment, if it can be done without damaging the equipment.

Inspectors will also examine the major accessible components of certain systems as required by the Standards of Practice. Furnace air filters are one example.

A home inspection is not technically exhaustive, meaning that systems or components will not be disassembled as part of the inspection. For example, an inspector will not partially disassemble a furnace to more accurately check the condition of the heat exchanger. Inspectors typically disclaim heat exchangers.

Hazardous Materials

Asbestos, mold, lead, water purity, and other environmental issues or potential hazards typically require a specialist inspection, and may additionally require laboratory analysis.

Home Inspectors are Generalists

Home inspectors are not experts in every home system but are generalists trained to recognize evidence of potential problems in the different home systems and their major components. Inspectors need to know when a problem is serious enough to recommend a specialist inspection. Recommendations are often made for a qualified contractor, such as a plumber or electrician, and sometimes for a structural engineer.

Inspector Qualifications

Very few home inspectors have been in the inspection industry for their entire working lives. According to an InterNACHI poll, about half the home inspectors have a background in the building trades. Those with a construction background started with a general idea of the systems and components that they might find installed, as well as how those systems age and fail.

This doesn't mean that inspectors with a background in something other than the building trades are not qualified -- only that they started in the inspection industry at a relative disadvantage. Building the skills and developing the judgment to consistently recognize and interpret evidence correctly and make appropriate recommendations are things that can be improved with practice and continuing education.

Managing Expectations

Part of a home inspector's job is to manage the expectations of their client. This is especially true when a client has never dealt with a home inspector before. Explaining the limitations of a home inspection to a client will help them develop realistic expectations concerning what to expect from a home inspection report, and what lies beyond the scope of the inspection.

When a home buyer is interviewing inspectors, the buyer should ask about how the inspector handles special safety concerns.

Disclaimers are portions of an inspection agreement or report in which an inspector notifies the client that the inspector will not accept the responsibility for confirming the condition of a portion of the home or of a particular system or component.

Creating realistic expectations in a client's mind will help prevent misunderstandings and promote smooth real estate transactions.

Condensation in Double-Paned Windows

Condensation is the accumulation of liquid water on relatively cold surfaces. Almost all air contains water vapor, the gas phase of water composed of tiny water droplets. The molecules in warm air are far apart from one another and allow the containment of a relatively large quantity of water vapor. As air cools, its molecules get closer together and squeeze the tiny vapor droplets closer together as well. A critical temperature, known as dew point, exists where these water droplets will be forced so close together that they merge into visible liquid in a process called condensation. Household air is humidified from high levels of water vapor in human and animal exhalation, plant transpiration, and fixtures such as showers and dryers. This humidity can rise significantly higher than outside air because of the insulative design of a house. Cold indoor surfaces can cool the surrounding air enough to force vapor to condense. This often happens on single-pane windows because they lack the necessary thermal insulation available to better windows. Double-pane windows have a layer of gas (usually argon or air) trapped between two panes of glass and should be insulated enough to prevent the accumulation of condensation. If this type of window appears misty or foggy, it means that its seal has failed and the window needs to be replaced. Silica Desiccant A desiccant is an absorptive material designed to maintain dryness within its vicinity. A common type of desiccant is silica gel, a porous plastic used to prevent spoilage in various food products. A tightly packed assortment of silica pellets is contained inside the aluminum perimeter strip of a window to dehumidify incoming household air that was not stopped by the window's seal. If not for this substance, incoming air could condense on the glass. Silica gel has an immense surface area, approximately 800 m²/g, which allows it to absorb water vapor for years. Eventually, the silica pellets will become saturated and will no longer be able to prevent condensation from forming. A double-paned window that appears foggy has failed and needs to be repaired or replaced. Why Double-Paned Windows Fail - Solar (Thermal) Pumping Although double-paned windows appear to be stable, they actually experience a daily cycle of expansion and contraction caused by "thermal pumping." Sunlight heats the airspace between the panes and causes the gas there to heat up and pressurize. Expanding gas cannot leave the chamber between the panes and causes the glass to bulge outward during the day and contract at night to accommodate the changing pressures. This motion acts like the bellows of a forge, pumping minute amounts of air in and out of the airspace between the panes. Over time, the constant pressure fluctuations caused by thermal pumping will stress the seal and challenge its ability to prevent the flow of gas in and out of the window chamber. Incoming humid air has the potential to condense on the window surface, if it is cold enough. Can Failed Windows be Repaired? Inspectors should be aware that there are companies that claim to be able to repair misty windows through a process known as "defogging." This repair method proceeds in the following order:

  1. A hole is drilled into the window, usually from the outside, and a cleaning solution is sprayed into the air chamber.
  2. The solution and any other moisture are sucked out through a vacuum.
  3. A defogger device is permanently inserted into the hole that will allow the release of moisture during thermal pumping.

Inspectors should know that there is currently a debate as to whether this process is a suitable repair for windows that have failed or if it merely removes the symptom of this failure. Condensation appears between double-paned windows when the seal is compromised and removal of this water will not fix the seal itself. A window "repaired" in this manner, although absent of condensation, might not provide any additional insulation. This method is still fairly new and opinions about its effectiveness range widely. Regardless, "defogging" certainly allows for cosmetic improvement, which is of some value to homeowners. It also removes any potential damage caused by condensation in the form of mold or rot. Window condensation will inevitably lead to irreversible physical window damage. This damage can appear in the following two ways: Riverbedding - Condensed vapor between the glass panes will form droplets that run down the length of the window. Water that descends in this fashion has the tendency to follow narrow paths and carve grooves into the glass surface. These grooves are formed in a process similar to canyon formation. Silica Haze - Once the silica gel has been saturated, it will be eroded by passing air currents and accumulate as white "snowflakes" on the window surface. It is believed that if this damage is present, the window must be replaced. Thermal Imaging as a Detection Tool The presence of condensation in double-paned windows means that they have failed, but the absence of condensation does not mean the window is functional. This latter fact is especially true in hot, dry environments, and when the temperature inside of a house is the same as the temperature outside. A method has recently developed that uses infrared (IR, thermal) imaging to provide a better determinant of faulty windows. Home inspectors can become trained to use thermal imaging cameras to test for heat transfer through windowpanes (and other interior locations). In InterNACHI's thermal imaging course, John McKenna explains how an IR camera can be used to identify failed windows by imaging unusual temperature gradients. Even the slightest entry of cold, outside air into the home that would ordinarily go unnoticed will stand out as a dark blue haze in an IR image. A trained inspector can either stand outside or inside the house and watch for the escape of warm air or the entrance of cool air, respectively. A trained inspector will compare images of individual windows in a residence and look for anomalies. In summary, condensation in double-paned windows indicates that the window has failed and needs to be replaced. Condensation, while it can damage windows, is itself a symptom of a lack of integrity of the window's seal. A failing seal will allow air to transfer in and out of the window even if it is firmly closed. Holiday Home Safety Tips

The winter holidays are a time for celebration, and that means more cooking, home decorating, entertaining, and an increased risk of fire and accidents. InterNACHI recommends that you follow these guidelines to help make your holiday season safer and more enjoyable.

Holiday Lighting

  • Use caution with holiday decorations and, whenever possible, choose those made with flame-resistant, flame-retardant and non-combustible materials.
  • Keep candles away from decorations and other combustible materials, and do not use candles to decorate Christmas trees.
  • Carefully inspect new and previously used light strings, and replace damaged items before plugging lights in. If you have any questions about electrical safety, ask an InterNACHI inspector during your next scheduled inspection. Do not overload extension cords.
  • Don't mount lights in any way that can damage the cord's wire insulation. To hold lights in place, string them through hooks or insulated staples--don't use nails or tacks. Never pull or tug lights to remove them.
  • Keep children and pets away from light strings and electrical decorations.
  • Never use electric lights on a metallic tree. The tree can become charged with electricity from faulty lights, and a person touching a branch could be electrocuted.
  • Before using lights outdoors, check labels to be sure they have been certified for outdoor use.
  • Make sure all the bulbs work and that there are no frayed wires, broken sockets or loose connections.
  • Plug all outdoor electric decorations into circuits with ground-fault circuit interrupters to avoid potential shocks.
  • Turn off all lights when you go to bed or leave the house. The lights could short out and start a fire.


Decorations

  • Use only non-combustible and flame-resistant materials to trim a tree. Choose tinsel and artificial icicles of plastic and non-leaded metals.
  • Never use lighted candles on a tree or near other evergreens. Always use non-flammable holders, and place candles where they will not be knocked down.
  • In homes with small children, take special care to avoid decorations that are sharp and breakable, and keep trimmings with small removable parts out of the reach of children.
  • Avoid trimmings that resemble candy and food that may tempt a young child to put them in his mouth.

Holiday Entertaining

  • Unattended cooking is the leading cause of home fires in the U.S. When cooking for holiday visitors, remember to keep an eye on the range.
  • Provide plenty of large, deep ashtrays, and check them frequently. Cigarette butts can smolder in the trash and cause a fire, so completely douse cigarette butts with water before discarding.
  • Keep matches and lighters up high, out of sight and reach of children (preferably in a locked cabinet).
  • Test your smoke alarms, and let guests know what your fire escape plan is.


Trees

  • When purchasing an artificial tree, look for the label "fire-resistant."
  • When purchasing a live tree, check for freshness. A fresh tree is green, needles are hard to pull from branches, and when bent between your fingers, needles do not break.
  • When setting up a tree at home, place it away from fireplaces, radiators and portable heaters. Place the tree out of the way of traffic and do not block doorways.
  • Cut a few inches off the trunk of your tree to expose the fresh wood. This allows for better water absorption and will help to keep your tree from drying out and becoming a fire hazard.
  • Be sure to keep the stand filled with water, because heated rooms can dry live trees out rapidly.
  • Make sure the base is steady so the tree won't tip over easily.


Fireplaces

  • Before lighting any fire, remove all greens, boughs, papers and other decorations from fireplace area. Check to see that the flue is open.
  • Use care with "fire salts," which produce colored flames when thrown on wood fires. They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten.
  • Do not burn wrapping papers in the fireplace. A flash fire may result as wrappings ignite suddenly and burn intensely.


Toys and Ornaments

  • Purchase appropriate toys for the appropriate age. Some toys designed for older children might be dangerous for younger children.
  • Electric toys should be UL/FM approved.
  • Toys with sharp points, sharp edges, strings, cords, and parts small enough to be swallowed should not be given to small children.
  • Place older ornaments and decorations that might be painted with lead paint out of the reach of small children and pets.


Children and Pets

  • Poinsettias are known to be poisonous to humans and animals, so keep them well out of reach, or avoid having them.
  • Keep decorations at least 6 inches above the child's reach.
  • Avoid using tinsel. It can fall on the floor and a curious child or pet may eat it. This can cause anything from mild distress to death.
  • Keep any ribbons on gifts and tree ornaments shorter than 7 inches. A child could wrap a longer strand of ribbon around their neck and choke.
  • Avoid mittens with strings for children. The string can get tangled around the child's neck and cause them to choke. It is easier to replace a mitten than a child.
  • Watch children and pets around space heaters or the fireplace. Do not leave a child or pet unattended.
  • Store scissors and any sharp objects that you use to wrap presents out of your child's reach.
  • Inspect wrapped gifts for small decorations, such as candy canes, gingerbread men, and mistletoe berries, all of which are choking hazards.


Security

  • Use your home burglar alarm system.
  • If you plan to travel for the holidays, don't discuss your plans with strangers.
  • Have a trusted friend or neighbor to keep an eye on your home.

House Numbers

House numbers should be clear enough so that police, the fire department, paramedics, etc., can quickly locate properties in an emergency. House numbers are often the only way that first-responders can identify their intended destinations. A number of jurisdictions have begun enforcing laws through strict fines for homeowners who do not comply with laws that impose requirements for house numbers.

Local Regulations

Many municipalities and counties have implemented ordinances requiring property owners to standardize the display of house numbers on buildings. The city of St. Martinville, Louisiana, for instance, is considering requiring its citizens to display street numbers in block numbering that is at least 4 inches tall and is either illuminated at night or has a reflective finish. If the ordinance is passed, the city will fine offenders $200, plus hundreds more in court fees. In Florida, the cities of Clearwater, Largo and St. Petersburg have begun enforcing their own municipal codes that regulate the visibility of house numbers, imposing fines for violators.

Common Requirements

In order for house numbers to be visible from the street, InterNACHI advises that they should:

•· be large. Jurisdictions that regulate the size of street numbers generally require that them to be 3 to 6 inches tall. Many jurisdictions require that the numbers be of a certain thickness, such as 1/2-inch, as required by New York City;

•· be of a color that contrasts with their background. Reflective numbers are usually helpful because they are easier to see at night than numbers that are not reflective;

•· not be obscured by any trees, shrubs, or other permanent objects;

•· face the street that is named in the house's address. It does emergency workers no good if the house number faces a different street than the one the workers are traveling on;

•· be clearly displayed at the driveway entrance if the house is not visible from the road.

According to 6.5.12 of the International Standard for Inspecting Commercial Properties, inspectors should:

Inspect the address or street number to determine that it is visible from the street with numbers in contrast to their background.

Future Adjustments

Even if a house number is currently adequate, it might need adjustment in the future. The following are common reasons for future adjustment:

•· The numbers assigned to houses by the municipality occasionally change, and homeowners must adjust their house numbers accordingly.

•· The trees or shrubs in front of the house have grown so much that the number is no longer visible. House numbers installed in the winter may be visible during that season but become blocked by budding vegetation by spring or summer.

•· House numbers will require maintenance when they get dirty. Numbers may not be reflective or contrasting if they are covered in mud.

•· Snow piles created by snow plows during the winter may be high enough to cover the number. If this happens, the number should be raised so this situation does not repeat.


In summary, house numbers serve a critical function for emergency personnel and should be clearly displayed.
