South Countys' First Low-Cost Spay and Neuter Clinic

Thousands of people a year are forced to put their animals down because they can't afford to get the treament their ailing pet need. " So many people come in and can't pay for a problem that could be remedied," said Dr. Matthew Wheaton. Wheaton has seen this situation time and time again and decided it was time for change.

While still running his Mission Viejo practice, Wheaton coverted his old space in Laguna Hills to Orange County's first low-cost clinic- Affordable Spay and Neuter of Orange County. Prices are about 75 percent less than many veterinarians in South County charge. He also created a pet rescue and established a charity fund to help people who have pets with life threatening conditions. From 2006 to 2007, Orange County shelters spent nearly $322,500 euthanizaing more than 13,000 animals.

All proceeds fro the spay and neuter clinic benefit Wheaton's Pet Rescue Center.

Unemployment rises to 5.8% in Orange County

As layoff mounted, Orange County continues to bleed jobs in August, state officials reported on Friday. Over the past 12 months, the county has lost 26,600 jobs, said the state Employment Development Department. Two years ago, the county added that many jobs in a year.

Local unemployment in August edged up to 5.8 percent from 5.7 percent, the highest jobless rate since August 2004. Local unemployment was just 4.2 percent a year ago.

Economist Asmael Adibi at Chapman University said there was one slight ray of hope: The county not losing jobs as fast as it was last month. In July, jobs were disappearing at a 2.2 percent annual pace. That slowed to 1.8 percent in August.

But don't expect a quick job turnaround, Adibi said, noting that employers are usually slow to create jobs after this kind of downturn and if anything these negative numbers will stay around for a while. Orange County's August job losses were broad-based, with financial activities continuing to take the biggest hit, down 11,700 jobs in the past year.

The only bright spots were the government, which added 4,100 jobs over the past 12 months, and educational and health services, increasing by 3,200. Because Orange County has such a diverse economy, some niches are still thriving.

Laguna Woods Votes Yes on Marijuana Dispensaries

Laguna Woods has become the first Orange County city to allow medical marijuana establishments.

In just 30 days, ailing residents of Laguna Woods will be able to buy medically prescribed marijuana from a dispensary within their city of 18,500. The Laguna Woods City Council voted 4-0, with one abstention, to allow medical marijuana dispensaries in the city.

Dispensaries will be allowed starting in mid-October. Currently, no applications to open one have been submitted to date. There are some restrictions though. Dispensary clients must be residents of Laguna Woods. Caretakers will be allowed to purchase marijuana after meeting certain requirements. All dispensaries must be located at least 1,000 feet away from schools, day-care centers, playgrounds and other youth-oriented establishments. They must also operate as collectives or non-profits.

Hunger Walk Hopes to raise $75,000

This years South County's Hunger Walk will take place Sunday, October 5th. The 2 p.m. walk is 5K and will begin at the San Clemente Community Center. Family Assistance Ministries are signing up walkers and donors and hope to enlist 500 walkers and raise $75,000 for FAM.

Dana Point Beach Project Expects to gain $680 million in Revenue

Sanford Edward, developer of The Strand at the Dana Point headlands, said he expects to gross around $680 million after selling all 118 ocean-view lots in the development and building a 90-room hotel.

Edward, who hosted a grand opening ceremony for the project Wednesday night, declined to say how much he paid for the 121-acre oceanfront land when he bought it 10 years ago from the Chandler family.

The Chandlers, former owners of the Los Angeles Times, spent 20 years trying to get approval to develop homes on what is now Orange County's last beachfront housing project. In the early 1990s, the Chandlers sought to build 370 homes and a 400-room hotel, he said.

Edward said he succeeded with his down-sized project because of the help he got from financial partners and because of a grass-roots organization, Headlands Today, formed to build support for the project at a time local activists fought the development.

Edward, a Los Angeles County native who attended UCLA and Harvard before becoming a land developer, said the project is 80% complete.

So far, 33 home sites have been sold, with gross sales totaling $93 million, company officials said. One lot, which sold for $9 million last summer, is believed to have fetched a record price in Orange County for an undeveloped home site.
