Bedford NH Market Report - 1/1/09-3/31/2009
First quarter market reports do not typically reflect overall market conditions as weather, the holiday season and the inability to showcase curb appeal and landscaping deter all but the most motivated from listing their properties.
The Bedford, New Hampshire real estate market improved in the number of units sold as compared to 2008. Averaage selling prices fell sharply as did most markets throughout the state. Welcome to Bedford New Hampshire
Bedford, New Hampshire is the perfect blend of bustling new business and old town flair. Set halfway between Boston and the White Mountains, Bedford is perfectly located for city commuters and outdoor lovers alike. Owning a home in Bedford affords residents the convenience of everything from mall shopping to superior recreational facilities while maintaining an honest small-town feel.

First settled in 1737 as Narragansett No. 5, the nearly uninhabited area was also known as Souhegan East. In 1750 residents petitioned the governor for the town's incorporation. The governor at the time, Benning Wentworth, granted the request, naming the town "Bedford" after his close friend Lord John Russell, fourth Duke of Bedford.
Currently Bedford New Hampshire has about 21,000 residents and approximately an 80% residence and 20% business split. The town has hundreds of acres of preserved land being used for recreation. Many businesses in Bedford are retail, such as Walmart and Macy's, but also include cinemas, restaurants and museums. Nearby golf courses, and municipal parks with tennis, basketball, baseball and soccer fields lend to the enjoyment of the fresh air and open spaces in Bedford, where owning a home puts you close to everything but far enough from the city life to breathe freely. Most retail businesses in Bedford are located on Route 3 and the town's planning committee intends to continue approving businesses only in certain areas of the town in order to maintain its rustic hometown qualities.

The Bedford school district, operating under SAU #25, currently has six schools. Bedford has four elementary schools, McKelvie Intermediate School, Memorial Elementary School, Peter Woodbury Elementary School and the Riddle Brook Elementary School, accommodating pre-school and kindergarten all the way up to fifth grade. The recently completed Ross A. Lurgio Middle School and the Bedford High School will house students in grades seven though twelve and should expand Bedford's potential for student enrollment well into the future. With an 800-seat auditorium, the capability of housing 2300 students and a huge gymnasium with a 3000 person capacity, these schools are just what this growing community needs.

The Stimulus Plan was signed into law by President Obama yesterday. It contains a new tax credit for first-time homebuyers. Essentially, first-time homebuyers within certain income limits who purchase a home in 2009 before December 1, 2009 will receive a tax credit of up to $8,000. The program is similar to the $7,500 tax credit which applied to home purchases made in 2008 after April 9.
While the Stimulus Plan was still being debated, the Senate version originally included a $15,000 tax credit for all homebuyers. To lower the cost of the Stimulus Plan, the final version of the Plan contained this smaller tax credit, and this tax credit is applicable only to first-time homebuyers.
To qualify as a first-time home buyer as defined in the programs, the purchaser (and the purchaser's spouse) may not have owned a home in the three years prior to the purchase date of the home. The home must be their primary residence.
Both tax credits are subject to the same adjusted gross income limitations (full credit for Adjusted Gross Income less than $75,000 single/$150,000 joint).
The amount for the tax credit is the lesser of 10% of the home purchase price or $8,000.
While a purchaser still owns the home, the old $7,500 credit must be repaid in equal payments over a period of 15 years, starting with the 2010 tax filing. The new $8,000 credit will not need to be repaid. Again, the old $7,500 credit needs to be repaid, while the new $8,000 credit does not!Upon sale of the home, any portion of the $7,500 credit not yet repaid is due in full. No portion of the $8,000 credit is due upon sale of the home, if the home is owned for more than three years. If the home is sold within the first three years, the full amount of the credit is due upon sale.
The $7,500 credit was not available to any purchaser utilizing state/local revenue bond money to help finance the home purchase (New Hampshire Housing Grant money). There is no such restriction on the $8,000 credit.
Under both the $7,500 and the $8,000 programs, the credit will be claimed on the purchaser's income taxes. Any amount in excess of taxes owed will be refunded to the purchaser.
