NAR Lanches a new Web site for Home owners .Today the National Association of Realtors® launched HouseLogic, a new, comprehensive consumer Web site about all aspects of homeownership. HouseLogic helps homeowners make smart decisions and take responsible actions to maintain, protect and increase the value of their homes.

"Backed by the resources and industry insights of NAR and its Realtor® members, HouseLogic will engage and involveRealtor Pin consumers throughout the lifecycle of homeownership," said NAR President Vicki Cox Golder, owner of Vicki L. "It makes sense that, as the first, best source for real estate information, NAR should collaborate with today's consumers to help them make the most out of owning a home. The Federal Housing Administration (FHA) has announced major changes to its program. The agency will increase the amount of upfront cash paid by new borrowers and require higher downpayments from those with the poorest credit.

Upfront insurance premiums paid at the closing table will increase to 2.25 percent of the loan value, but buyers will still be able to finance the premiums. Borrowers with credit scores below 580 will be required to put at least 10 percent down, but home buyers with higher scores will still be allowed to put down as little as 3.5 percent. FHA also plans to reduce seller concessions from six to three percent of the home's value.

These policy changes come on the heels of FHA's announcement in October 2009 that its capital reserve fund had fallen below the congressionally mandated level of two percent. Lawmakers believe these changes will help ensure the agency's financial soundness and fulfill its mission of serving borrowers not adequately served by the private sector.

Clifton Park Real Estate, Saratoga, Albany, Rensselaer, Warren and Washington Counties, Flood Bills are Being Fought. Officials in Capital Region counties said Thursday they will fight first-time ever bills they have received from the cash-strapped Hudson River-Black River Regulating District for the benefit of flood control.

The regulating district sent the bills after it lost $4.5 million, about 80 percent, of its income when a federal court ruled last year it could no longer tax the operating costs of power plants located at its dams.

"We couldn't get the money from the usual place. We had to do an appraisal to see who benefits,'' Glenn LaFave, the district's executive director, said Thursday.

Clifton Park Real Estate, Saratoga, Albany, Rensselaer, Warren and Washington Counties, Flood Bills are Being Fought. Albany, Rensselaer, Saratoga, Warren and Washington counties have been billed. Albany, Rensselaer and Saratoga counties plan to take action against the district's decision.

None of the counties have budgeted funds to cover the unusual payment demand made by the district.

"Under the fee schedule this district has contrived, Rensselaer County taxpayers would be required to send nearly $800,000 to the district to help fund their operation,'' County Executive Kathleen Jimino said.

"This is an expense we have never had to pay since the district began billing 85 years ago and I feel that under no circumstances should we have to pay now," Jimino said.

Clifton Park Real Estate, Saratoga, Albany, Rensselaer, Warren and Washington Counties, Flood Bills are Being Fought. The regulating district was created in the early 20th century as a flood-control project to halt the annual flooding of the Hudson River into riverside communities. The construction of dams stopped the flooding by creating the Great Sacandaga Lake.

The district has been unable to cover the school tax payments it usually makes. The district informed the Northville, Mayfield, Broadalbin-Perth, Wells, Edinburg and Hadley-Luzerne school districts that it could not make the September 2009 tax payments.

The district board directed its staff in December, 2009 "to conduct the necessary studies to develop an apportionment based on flood protection for a supplemental 2009-2010 assessment in the Hudson River Area,'' according to a statement on the district Web site.

"Their idea of beneficial use is crazy,'' said Saratoga County Administrator David Wickerham, whose county received a bill of more than $1 million.

"I really question their authority to do it,'' Wickerham stated.

The district billed Albany County $1.7 million. This demand comes when the county is confronting a $25 million budget gap for 2011.

"We don't have $1.7 million. This is an expensive financial burden on county property taxpayers,'' said Mary Duryea, a spokeswoman for County Executive Mike Breslin.

LaFave said the counties could appeal the bills at the district's 10 a.m., March 30 appeals session at the Holiday Inn in Saratoga Springs.
