According to an article in last week's Business Review - One of Tech Valley's anchor companies, Global Foundries in Malta, NY has begun installing some of the billion's of dollars of equipment necessary to eventually hire nearly 1,400 full-time employees by the end of 2013.

This is no small thing. The building project, which already covers an area the size of 6 football fields, is one of the largest construction projects in the entire country, right now. And if the State has it's way - there may be another plant in the future.

Tech Valley is a large part of the reason Upstate NY is still, relatively speaking, holding it's own in this economy. The Tech Valley covers an area of 19 counties, including the Malta, NY Saratoga County home of the Global Foundries Chip plant. Tech Valley has already been responsible for several firms moving to this area, and the hope is that many more will follow.

The evidence of this area's efforts to get ready for the new level of industry planned is evident almost everywhere you look - especially in areas like Saratoga County and it's outerlying towns and villages. Road re-routing has been progressing for several years. The bane of my motoring existence - traffic circles - have been sprouting up at regular intervals in the area's roadways. Housing developments are plentiful.

There is a stir in the air, here. One that isn't happening just anywhere, these days. Obviously, none of us knows how big it will all get - how much it will transform our local economy. Still - it's nice to be a part of it all, as we watch and see.

History

Luther Forest Homes for Sale are located in a beautiful historic section in the Town of Malta. It has become a monument for Thomas C. Luther also known as Tommy C, a man who started and managed a forestry on 110 acres in Malta in 1898.

More than 100 concerned residents packed Malta Town Hall to listen in on the town board's downtown rezoning workshop on Tuesday, Jan. 26. Supervisor Paul Sausville took the opportunity to explain and address the proposed changes to the comprehensive master plan..

Sausville said he is concerned that downtown Malta is on track to have an urban atmosphere that will take away from the hamlet-like one he and many residents want to preserve. He wants buildings to be restricted to one or two stories, down from the current limit of four to five stories. He also wants to increase building setbacks and increase green space in front of them. In addition, he said he thinks the downtown zoning borders should be shrunk because as it stands now, the area will end up being larger than Saratoga Springs' downtown.

Sausville also voiced concern that if downtown Malta is too large and commercially developed, the town will have to look into paid fire and police services, which would have unknown fiscal impacts. Will new development in the Capital Region turn the town of Malta into the next Saratoga Springs?

"For me, thiSeveral highrise buildingss all looks very city-like and when I think of cities around here, I think of the fact that they have paid fire and police; but residents have a municipal city on which to recover those costs. In Malta, everyone in town has to share in that cost ... this isn't the responsibility of just the people in the downtown area, it will be the responsibility of all of us in Malta to pay the cost of those services," said Sausville.

Members of the planning board detailed what is currently planned for downtown, the product of at least five years of planning. Thousands of square feet of apartments, single family residences, retail, commercial and professional office space is planned on dozens of acres. Most plans are still in the stages of securing appropriate documentation and the only one that has seen construction has been a CVS south of Town Hall.

Councilman John Hartzell expressed frustration at wanting to fully understand what would happen to traffic patterns as a result of downtown development. He said he doesn't want to see lots of traffic lights or anything else that coLots of cars stcuk on trafficuld cause significantly slower moving traffic.
