In today's Oklahoman, I read an interesting article by Bryan Dean about the Housing Inspection Program in Del City. It's a relatively new ordinance that requires the issuance of a Certificate of Occupancy prior to a new tenant or homeowner moving into a home. Without the Certificate of Occupancy the utilities will not be transferred to the new resident.

I had not heard about this new ordinance prior to reading the article today. So, I have researched a bit further and here is a bit more about the program;

To obtain a Certificate of Occupancy in Del City an application must be submitted to the Community Services Department at 4517 SE 29 Monday through Friday between 8:00 and 5:00. There is an application fee of $40. An inspection will then be scheduled. The inspector is going to check; the exterior of the property, the interior, general sanitation, occupancy limitations, light, ventilation, plumbing, mechanical systems, electrical systems, and fire safety. The property owner, agent, and/or potential occupant must be present during the inspection. If not, there will be a $100 reinspect fee charged.

You should keep in mind that this inspection does not take the place of a Whole House Inspection. As a Realtor, I recommend that you always opt to use the services of a licensed home inspector when purchasing a home.

If you have a Del City house for sale, you do have the ability to obtain a "Preclearance." A preclearance inspection can be scheduled for the same $40 fee. The inspection is valid for 180 days. You may consider doing this when listing your Del City house for sale. It could help to avoid delays when selling.

Depending upon the type of financing you receive you will need approximately 3.5% - 10% of the cost of the home for down payment and another 3% - 6% for closing costs.

  1. Pay off any and all small bills you have lingering around. When qualifying for a home loan your house payment should not exceed 31% of your gross income and other bills an additional 12% of your gross income. If your other bills are in excess of the 12% limit the difference will be deducted from the amount of house payment you may qualify for.
  2. Find a Realtor. A Realtor can help you pre-qualify with a lender, show you homes in your price range and specifications, assist in negotiating your offer and setting up inspections. The best thing about a Realtor is there is no charge to you as the Buyer.

Setting a goal and planning in advance helps take stress and disappointment out of your life. Planning ahead to purchase one of the largest investments in your life is the best advice a person can receive.
