Luzerne County Reassessment Questions

Schuylkill County is not the only county where property tax reassessment is big news. Our neighbor to the north is going through a nightmare right now.

Luzerne County is conducting a reassessment because a countywide rebalancing hasn’t been done since 1965, leaving the county with one of the most out-of-whack property tax bases in the state (in contrast, our last county-wide reassessment was in 1996).

Commissioners voted in July 2003 to conduct the reassessment and hired 21st Century Appraisals Inc. The values were originally supposed to be mailed in 2006, but the previous administration delayed the project twice. Taxes based on the new values will take effect in 2009. All formal assessment appeals must be heard by Oct. 31 to be counted for 2009 taxes.

The appeals process (and the onslaught of expected appeals--some estimate 2000-5000 will be filed!) has been described as ONEROUS at the very least.

Formal Assessment Appeal Tips Property owners with questions about the reassessment should call 21st Century. To reach the center, call 1-877-570-8801 for northern county residents and 1-877-570-8802 for southern county residents.

It is my opinion that property tax assessment is seriously out of whack ALL OVER the state, not just here in Northeast PA. We need to stop relying on property taxes to fund our schools. We need to fix this problem!

So.... is this group very active? I just bounced through a couple blogs. Are you bringing BNI experiances, suggestions to the table, etc?

I saw some thread title about using AR to assist in BNI referrals... and I never even thought of that. I would think a well written blog placed into localism may be a method of driving business to the group.

In any case... I seem to come and go in AR....like a Real Estate cycle :^O ...... but look forward to reading your BNI related blogs and comments.

I Looked at the Needs of the Wilkes-Barre Real Estate Market...it needs Property Management!!

 The perfect storm has been brewing in the Wilkes-Barre, PA real estate market for some time now.

We have a very large amount of older homes on the market that need some rehabbing. You can buy them pretty pretty low and fix them up well within the 80% LTV you'll need to refinance them later. This also puts them onto the rental market, if your plan is to hold them, at a reasonable range for most renters and high enough to pay the mortgage when the refi is done.

The mortgage issues abounding in most financial institutions have forced many of those who would have qualified for a sub-prime loan into the rental market until they can get into a better credit situation as well. This means that there are many more qualified renters out there looking for housing. The promise of a recently rehabbed home is almost too enticing for most renters and, through a good interview and background check process, a good renter is found without too much wait or hassle.

 This is a great time for the wise investor to take advantage of some of the great deals that are available out in the Wilkes-Barre, PA real estate market. Our area is teeming with older homes that are coming on the market in droves at incredibly low prices. For investment groups like Real Estate Riches and others, it's like throwing chum into the shark infested waters. As soon as one of these morsels is thrown into the water, the investors are churning in their offers hoping to be the fortunate bidder to come away with the prize. No, this market isn't one for the meek. It'll take quick, decisive action to survive in these blood-filled waters.

 I've seen the whole gambit of investment strategies with these investors. There are the low-ballers, who throw a lot of paper at a lot of sellers, hoping to catch the right one at the right time to close the deal. These guys aren't the most successful with their strategy, but they're busy and I guess that makes them feel like they are accomplishing something.  There are the patient ones who, like a trap-door spider hang out and wait for the right property to come along. Then, like a lightning bolt, they flash out with their fullpricecloseinthreeweekswithcashandforgettheinspectionsplease offer and move on to closing and a rehab. This is very likely the Realtors favorite kind of investor. They don't come around often and they sure won't pay the bills, but they're a sure shot and we love to get that call.

 And we can't forget the slow and steady, patient investor who will make sure those numbers are dead on before making their offer. They have the whole transaction calculated to the dime before the offer is put in. These are the ones I really hope get the nod, but it's a battle these days. The good thing is that these investors don't get emotionally involved with the property. It is just business after all. The offer wasn't accepted? No problem, let's move on. They are the ones who will be retiring when they plan to, with their investments paying the bills.

Whatever the case may be, I am just happy to be a part of the process.
