We need Positive Price Action to confirm market bottom. One month of price improve isn't sufficient to confirm the market bottom. We need to see appreciation month over month for three months.
PRICE ACTION
Other good signs in addition to positive price action is lower DOM (days of the market), lower new listings and higher percent of new listings being SOLD.
SUMMARY
Currently we are not seeing the needed positive price action (along with other indicators) to confirm a market bottom. This is NOT a good time for those with low and/or no risk tolerance to purchase.
High and medium risk tolerant investors are making buying decisions and are doing some bottom fishing.
Some are trying to time the market and market timing is risky. Trying to time the bottom is not for the inexperienced buyer and extremely difficult.
Those waiting for a market bottom confirmation will (almost always) miss the bottom. This is because confirming factors are lagging indicators.
Buy and hold is the best buying strategy.

Utah County Home Buyers - First-Time Home Buyer - $8,000 Tax Credit and $4,000 Home Run 2 Grant - Utah County Real Estate
Utah County Home Buyers and Utah County First-Time Home Buyers have a great opportunity to enter the Home Buyer market now. This programs ends soon, contact me for more information.
What is the $4,000 Home Run 2 Grant?
The Home Run 2 Grant is a mortgage assistance program that grants $4,000 to home buyers who wish to:
•A) Have a new home constructed
•B) Have a partially-constructed home completed
•C) Purchase a newly-constructed home.
It must be the primary residence of the home buyer. Homes that have been previously occupied do not qualify.
How is Home Run 2 different from the first Home Run program?
The first Home Run program, which ended in June 2009, provided a $6,000 grant to eligible home buyers. Home Run 2 provides a $4,000 grant. The first program required that homes be ready for occupancy upon closing. Home Run 2 buyers have two additional options. They can purchase a home that is contracted for construction or partially finished and contracted for completion. Homes that have been previously occupied do not qualify.
When a Home Run 2 Grant Commitment is issued, if the Eligible Home is fully constructed, the Commitment expires 10 calendar days after the date of issuance (unless that day falls on a weekend or holiday and then it is the following business day). If the Eligible Home is somewhere in the construction process, the Commitment expires on June 30, 2010.
All Home Run 2 Grant commitment requests must be received on or before November 30, 2009. Incomplete request packages will not be considered for commitments.
All other aspects of the program are materially the same as the first Home Run program, as summarized below.
Who is eligible to receive a $4,000 Home Run 2 Grant?
•· Home Buyers (any person taking title) must meet the following income restrictions:
•o Single person, maximum income, $75,000
•o Married couple, maximum income, $150,000
•o If more than one unmarried person is taking title to the Eligible Home, each such single person is subject to the $75,000 income limit.
•o Income calculations will be determined by the Adjusted Gross Income as verified by the Approved Lender using the 2008 IRS Federal Income Tax transcript obtained directly from IRS or from an authorized third-party vendor.
•· Home buyers must occupy the purchased home as a primary, permanent residence.
•· If home buyers need a mortgage loan to purchase the home, the loan must be a fixed interest rate, amortizing mortgage loan with a term of 30 years or less.
•· The Home Run 2 Grant Program is effective only for home purchases closed after a Home Run 2 Grant Commitment has been issued for that specific transaction. The grant funds may not be used by Home buyers who received the $6,000 grant under the previous Home Run Grant Program.
Can Cash Buyers qualify to get the Home Run 2 Grant?
Yes. Cash Buyers must contact Utah Housing directly. Cash Buyers, like all other Buyers, must obtain a written Home Run 2 Grant Commitment prior to closing.
What property types can be purchased with a $4,000 Home Run 2 Grant?
Eligible property types include single-family detached homes, condominiums, planned unit developments (PUD), twin homes, town homes and manufactured homes permanently affixed to a foundation.
What type of loan can a home buyer use to purchase the home?
If a home buyer needs a mortgage loan, it must be a fixed interest rate loan with a term of 30 years or less. Loans may be obtained from any Approved Lender. Examples of qualifying loans include:
•· Conventional loans
•· FHA, VA, or Rural Housing loans
•· Utah Housing Corporation loans

How to Buy Your First Home in Utah County - Utah County Real Estate
Well the time has come; you are finally out making a good living. You are beginning to get tired of paying rent, the number one advise that friends and family are giving you is, Buy a House. By this time you are about to be hitched and have probably saved enough money for a down payment. After a fair amount of thinking about it, you jump over the first hurdle and decide to go for it. Now once you are focused about what you want you then jot down a list of things you want in a house. That being done the search begins. These days the task of sifting through hundreds of potential houses is not as hard. With a few mouse clicks, you can see multiple house listings and take virtual tours of Utah County Homes for Sale.
The key points to consider are the location and the surrounding neighborhood of the house and your estimated budget. It is important to talk with a Utah County Loan Officer and determine if your budget ideas sound reasonable, and get a preapproval letter if possible, this will help a lot latter on you will see. Once you have set out the criteria it's time to take yourself down to a Utah County Realtor. An efficient Utah County Realtor will pay close attention to your wants, needs, and show you houses accordingly. This will ensure that within the span of two weeks you will have a maximum number of houses to see which will fit your desired profile.
Then starts the personal viewing process, and this is a long, tiresome process indeed. Careful attention is needed when venturing out to see homes. Once you start seeing places that you like, slow down and don't make the biggest mistake of your life by jumping for the first house that you see. Even if the first house you see actually has the perfect room size, the awesome kitchen and even the ideally shaped terrace, wait. Mark it out as one of your favorites and see others. While inside the house, be thorough with your investigations and personal observations. Mark out all the things you like about the house and mark out the things that you do not like. Take a good look at all the rooms and the roof as well as if it's accessible, and make a note even if it is not.
After leaving the house rate it personally from 1-10. Also, take a good look at its surrounding location. Note the size and shape of the car parking area, and take note of the lawn and back yard shape and size. Another thing to focus on is the garage. Utah County Home Inspection is Important - Utah County Real Estate
Well, you just made an offer on a beautiful new home. You are excited about the possibilities that this new home is going to bring to you and your family. Don't let this dream turn into a nightmare because you decided not to spend a little extra money on a Home Inspection.
A study conducted by the American Society of Home Inspectors and the NAR in 2001 found that 77% of all homebuyers insisted on a Home Inspection prior to purchasing their property, and 97% of that group believes the service was a good value for the price.
Next to the financial contingency in the Real Estate Purchase Contract, the Home Inspection is the most reason you need to consider before purchasing the home. This is where you have the right to back out of the contract, if the report indicates a serious problem. Better yet, the peace of mind a Home Inspection will bring is endless.
I recommend to all my buyers that a Home Inspection is a must. The benefits that come from having a Home Inspection far outweigh the cost. Have you home Inspected and I know you will thank me later for the suggestion.
